PowerBI Report Builder.

Power BI Report Builder is the tool that enables users to develop paginated reports in Power BI. Power BI Report Builder is free to install and use on your local machine, and you are able to publish paginated reports to SalesOutlook users. Or they can be standalone reports for managers.

Opening a report or just by opening PowerBI Builder will bring up the designer screen.
